Audio converter

Well, it should come as no surprise to you ... programming a full-blown audio converter which would be generate sales is not little work (there are plenty of freeware out there that could do a similar job). Also, if you expect to create value by selling such a sofware, then necessarily the programmer will expect its work to be worth a part of that value ...

At $40/hour, this should buy 250 hours of coding time. That seems reasonable for a project like that, assuming the coders can build on existing frameworks for conversion. If not, triple it at least.

With a nice rapid prototyping language almost all of the time should be spend on the back-end -- the GUI coding should take ~10 hours tops.

Maybe, if there are really good libraries out there with compatible licenses. I haven't looked at audio codec software enough to say. But that would be a bare minimum. $25k wouldn't be impossible, if most of it had to be written from scratch.
